Closes #701

What changed

  • recognize Agenda as a persisted mobile work queue
  • route fresh sessions to Agenda after Today and Attention when deadlines exist
  • pass the rendered Agenda count into launch selection

Verification

  • pytest -q tests/test_mobile_launch.py — 3 passed
  • pytest -q — 1367 passed
