Closes #737

Adds bounded installed-app shortcuts for Continue work, New issue, and Agenda. Each launch reuses the existing workflow controller, runs once after startup data is ready, remains subpath-safe, and preserves known shortcut intent through sign-in.

Validation: 1421 passed; focused shortcut/service-worker/auth tests pass; 390×844 headless Chromium smoke check shows no horizontal overflow.
