Closes #745

What changed

  • turns the passive Live header into an accessible mobile status sheet
  • reports Work, Updates, and Activity freshness independently
  • exposes snapshot age, retry timing, and a single-flight Refresh now action
  • keeps offline guidance in place until reconnect refresh succeeds
  • precaches the status controller for installed/offline use

Verification

  • RED: python3 -m pytest tests/test_live_data_status.py -q → 3 failed before implementation
  • focused: 69 passed
  • full suite: 1430 passed in 80.80s
  • JS syntax checks and git diff --check pass
