Closes #751

Adds a trusted, online-only Mute future updates & next flow for issue and pull notifications. The server resolves the exact conversation from the notification, unsubscribes the authenticated Gitea operator, marks the item read, and returns truthful partial-success guidance if read acknowledgement fails.

Tests: pytest -q — 1439 passed.
