Closes #803

Adds a progressive, read-only conversation to issue and pull-request Search previews: newest-page loading after core detail, safe Markdown rendering, older paging with de-duplication, retry without disabling planning, and stale-response isolation.

Verification:

  • pytest -q — 1522 passed
  • 390×844 Chromium render — 390px content/scroll width, 44px older control, safe wrapped comment
  • Core runtime gzip — 100283 bytes (under 98 KiB guard)
