Closes #813

What changed

  • adds a distinct mobile Search Defer action for cross-page selections
  • validates one future local return time before any assignment
  • claims eligible issues in order and saves each successful item to Later
  • persists the chosen instant in an owner-scoped recovery journal so reload recovery does not reclaim confirmed work
  • reports partial assignment/storage failures truthfully while retaining retry state

Verification

  • pytest -q — 1540 passed
  • focused controller/recovery/picker tests — 30 passed
  • Playwright 390×844 rendered check — touch targets >=44px, no horizontal overflow, three actions do not overlap
  • node --check passed for changed JavaScript
