What changed

  • adds an accessible per-screenshot Evidence note editor to mobile issue capture
  • keeps notes paired through reorder, removal, Draft restore, foreground/background outbox delivery, and retry
  • emits ordered Markdown-safe captions without changing legacy note-free evidence
  • moves the attachment controller into the existing eager workflow chunk to retain the 99 KiB core budget

Verification

  • RED witnessed for controller pairing/captions, active-note UI, Draft persistence, outbox persistence, foreground delivery, background delivery, and docs
  • focused: 122 passed
  • bundle/service worker: 69 passed
  • full suite: 1,564 passed
  • Chromium mobile render at 320x568: no horizontal overflow; 270px note field; 48px action targets
