Closes #833

Adds a final mobile filing review for repository, action intent, title, note, planning metadata, assignment, and ordered evidence before durable admission. Back/Escape preserve editing state; confirmation is immutable and single-flight; Today capacity is revalidated at confirmation.

Validation:

  • pytest -q — 1573 passed
  • release bundle verified for 59a2e4f6169268de7615dbe25f66862368b834b3
  • Chromium at 320×640 — 320px document/panel, no horizontal overflow, 44px actions, ordered evidence, one admission after double click, focus restored
