Summary

  • add an explicit No owner choice to mobile issue filing
  • preserve unassigned intent through drafts, filing review, foreground outbox, and background sync
  • omit Gitea assignment while verifying the created issue remains unassigned
  • keep Create & start disabled for work without an owner

Tests

  • pytest -q — 1631 passed
  • core runtime: 101360 bytes gzip (99 KiB budget: 101376)
