save repository, issue type, owner intent, labels, milestone, due date, blockers, estimate, and completion intent with a Draft
synchronize and reconcile the complete plan across signed-in devices
restore the plan and ordered evidence into the mobile filing flow
keep Save to Drafts available after planning and label planned cards Ready to file

Verification

strict RED/GREEN cycles for cross-device plan round-trip, API/store validation, estimate restoration, mobile save/resume, multi-evidence restoration, and capacity replacement
python3 -m pytest tests/ -q — 1639 passed
frontend core gzip: 101353 bytes (limit 101376)
