Closes #874

Adds Filed to the mobile queue sheet and accessible dock summary, then routes the first authored filing into its unread conversation or author-authorized read-only detail.

Verified:

  • RED observed for Filed counts, launcher dispatch, and follow-up target selection
  • focused: 288 passed
  • full suite: 1665 passed, 1 skipped
  • release bundle checksum/manifest verified
  • release mobile browser journey: 1 passed
  • rendered 390x844 Filed row: 56px, no horizontal overflow, #/my-work/filed route
