Closes #887

Adds author-scoped canonical title/description revision for open delegated filings while preserving assignment, optimistic concurrency, and local drafts. Closed, non-authored, and pull-request targets are rejected before mutation. The mobile editor remains outside assignment-only planning controls and Browser Back exits revision before Filed detail.

Verification:

  • pytest -q — 1694 passed, 1 skipped
  • Node/Python syntax checks passed
  • Chromium at 320×844 and 390×844: no page/form overflow, both controls 44px, title/body visible
