Closes #909

What changed

  • coalesce repeated offline checklist edits into one account-bound durable intent
  • preserve the original server revision while rotating the operation identity
  • keep pending checklist controls interactive after durable admission
  • fail truthfully if background delivery already claimed the prior intent

Verification

  • RED observed for durable coalescing, rollback, pending interactivity, and active-delivery admission
  • focused: 362 passed
  • full: 1744 passed, 1 skipped
  • release artifact build completed locally
