Closes #913

Product slice

  • preserves the original checklist body when offline task changes are queued
  • identifies account-bound revision conflicts as Checklist conflict cards
  • reviews local task-state deltas against latest Gitea content
  • preserves remote prose, ordering, and unrelated task changes
  • blocks renamed, missing, or ambiguous task matches instead of overwriting
  • durably rebases and retries with a fresh operation ID and latest revision

Validation

  • RED witnessed for merger, durable rebase, base snapshot capture, conflict card, and mobile review action
  • pytest -q tests/test_checklist_conflict.py tests/test_authored_outbox.py tests/test_drafts.py tests/test_background_issue_sync.py — 96 passed
  • pytest -q — 1753 passed, 1 skipped
  • deterministic release bundle built and verified locally
