Closes #961

Adds a mobile-only sticky issue section rail for Overview, Conversation, Reply, and Plan & actions. Reply focuses the existing composer, planning expands before navigation, active sections use aria-current, reduced-motion is respected, and desktop remains unchanged.

Validation:

pytest -q — 1825 passed, 1 skipped
Rendered Playwright check at 320×568 — four 44px controls, no panel overflow, Reply focus, planning expansion, desktop hidden, no browser page errors.
