Closes #969

Adds a sticky four-section mobile rail to the requested-review workspace, including visible-section tracking, reduced-motion navigation, feedback focus, safe-area sizing, and offline shell delivery.

Validation: pytest -q (1838 passed, 1 skipped); rendered at 360x800 and 390x844 with 44px targets and no horizontal overflow.
