Closes #977

What changed

  • migrate exact optional-feature matches from stale Stackchain caches before cleanup
  • fetch only optional bundles absent from previous releases
  • preserve independent failure handling and client claiming
  • roll the offline shell cache to v114

Verification

  • RED: migration test failed with no copied response
  • focused: 84 passed
  • full: 1849 passed, 2 skipped
