Closes #998

Adds an account-aware Private device storage center inside Device setup. Operators can inspect quota and private categories, clear reproducible app caches without deleting work, or explicitly confirm a full device purge. Full purge now stops background delivery before removing private browser state and reports blocked deletion rather than claiming success.

Validation:

  • pytest -q — 1891 passed, 7 skipped
  • packaged release verification — checksum and manifest verified
  • packaged Playwright mobile flow at 320×568 and 390×844 — 2 passed
