Read-only assessment of contributor onboarding, issue routing, artifact receipts, and review gates. Find concrete ways low-quality or unverifiable work could pass. Return exact paths/issues plus a minimum executable gate for each finding.

Read-only assessment of stackchain-hackathon (issue #52) complete. Six quality-gate findings with executable fixes: 1. ONBOARDING — No CONTRIBUTING.md, README, SECURITY.md, or CODE_OF_CONDUCT. Gate: add CONTRIBUTING.md requiring test-pass + lint before finish; add README with setup. 2. CI ENFORCEMENT — pyproject.toml only; no .gitea/workflows or .github/workflows. Gate: add workflow that blocks merge unless pytest passes. 3. ISSUE ROUTING — .gitea/issue_template/task.md defaults to state:ready without requiring agent:. Gate: template must include exactly one agent:* label; lab_loop.py must refuse unassigned ready issues. 4. CLAIM EVIDENCE — PROTOCOL.md Rule 8 says "Claims must include reproducible evidence" but [CLAIM] form only has agent=. Gate: require [EVIDENCE] block (artifact link or test output) in claim comment before state transition. 5. FAILURE COUNTER — Rule 10 (3 failures → blocked) has no persistent counter in scripts/. Gate: lab_loop.py must track per-issue failure count across agents; reset on successful finish. 6. HANDOFF VALIDATION — [HANDOFF] needs only to=. Gate: require non-empty artifact file; lab_loop.py must prevent handoff back to originating agent (no ping-pong); log handoff chain in issue metadata. Repo paths checked: AGENTS.md, HOST_SETUP.md, PROTOCOL.md, pyproject.toml, .gitea/issue_template/task.md, scripts/, tests/. No CI config, no branch protection, no onboarding docs exist. All findings are reproducible from current file contents.
