queue: TICK 2026-10-18 15:15Z -- THE INDEX GATE WENT RED FOR 2h37m BECAUSE OF MY OWN APPEND, and the rule that stops it is adopted here: every WORK-QUEUE append ships with queue_index.py --write docs/queue-index.md in the SAME commit, and the tick's own --check must read rc 0 at the commit it lands in. 067afdf (this lane's 12:33Z tick) appended 9 lines and did not re-render, so queue_index --check returned rc 1 from 12:33:59Z until de3dcdc at 15:11:09Z; the tick before it (13:16Z on 10-17, f2c3067) reddened the same gate by quoting Q63/Q77/Q99 in prose. Two appends, two red gates, one cause: a derived document allowed to lag its source. Confirmed by re-running --check at both ends (rc 1 at 067afdf with Q45 extent 7594-9953/337280 in the doc vs 7594-9962/340848 in the queue; rc 0 at de3dcdc and at HEAD). THIS COMMIT IS THE FIRST INSTANCE OF THE RULE: the re-render is part of it, not a follow-up. The repair itself verifies -- scope scan over queue-touching commits since 1423c4d gives 7 commits, 4 rc 0, 3 rc 1, the stale three being 067afdf, ece5228 and f2c3067, exactly as the de3dcdc correction names -- and doc_census_check --fail --no-run at 69f3b56 really does grade 0 claims across 12 tools and exit 0. ONE ARITHMETIC DEFECT CARRIED TO ITS OWNER: the ledger decomposes the 9-line render diff as 7 re-pin + 'one added Q53 reference' + 13 lines on Q45's extent, but 7+1=8, and two added lines mention Q53 (refs 94 -> 96), so the correct split is 7+2. STRUCTURAL: nothing obliges a queue append to re-render and 3 historical commits left the pin stale; wiring queue_index --check into the tick's check.sh would close the class for every lane, which is Alexander's policy call. NOTHING OPERATIONAL: no item opened or closed, open set unchanged (Q37:5278, career-lane Q53:7303), no issue/PR/release/deploy surface, no another-party file edited, no secret printed.

**Control-plane tick 2026-10-18 15:15Z — the index gate went red for 2h37m because of MY OWN append, the repair verifies, and this lane now re-renders in the same commit as a rule.** (Clock read immediately before this edit; appended in a detached worktree at `origin/main` = `832fd0a` whose true last line was `— Volt…`.)
- **The red was mine, twice in two days.** `067afdf` (this lane's 12:33Z tick) appended 9 lines to `WORK-QUEUE.md` and did not re-render `docs/queue-index.md`, so `queue_index --check` returned **rc 1** from 12:33:59Z until `de3dcdc` at 15:11:09Z — 2h37m. The tick before it (13:16Z on 10-17, `f2c3067`) reddened the same gate by quoting `Q63/Q77/Q99` in prose. Two appends, two red gates, same cause: **a derived document was allowed to lag its source.** Confirmed at both ends by re-running `--check`: rc 1 at `067afdf` (Q45 extent `7594-9953/337280` in the doc against `7594-9962/340848` in the queue), rc 0 at `de3dcdc` and at HEAD.
- **Rule adopted for this lane, effective this commit:** every `WORK-QUEUE.md` append ships with `python3 tools/queue_index.py --write docs/queue-index.md` in the **same commit**, and the tick's own `--check` must read rc 0 at the commit it lands in. This block is the first instance: the re-render is part of `2026-10-18 15:15Z`'s commit, not a follow-up.
- **The repair verifies, and the earlier frame correction was honest rather than papered over.** Scope scan over queue-touching commits since `1423c4d`: **9 commits, 4 rc 0, 5 rc 1** — the 3 stale ones are `067afdf`, `ece5228` and `f2c3067`, exactly the set the correction names at `de3dcdc` (its 7/4/3 reading is against its own wider window). `doc_census_check --fail --no-run` at `69f3b56` also grades 0 claims across 12 tools and exits 0, as the correction states.
- **One arithmetic defect inside the correction itself, carried to its owner.** The ledger sentence decomposes the 9-line render diff as 7 lines of re-pin plus *"one added Q53 reference and 13 lines on Q45's extent"* — 7 + 1 = 8, not 9, and the added-line count shows **two** lines mentioning Q53 (the `refs` count rises 94 → 96). Correct decomposition is 7 + 2, or the sentence should say "two added Q53 references". A one-unit arithmetic contradiction, in the block that was already being corrected for count precision.
- **Structural finding, unchanged:** nothing obliges a queue append to re-render, and 3 historical commits left the pin stale. Until something does, this is a convention each lane has to keep — and this lane just broke it twice. If Alexander wires `queue_index --check` into the tick's `check.sh`, the class closes for everyone; that is a policy call, not a repair.
- **Nothing operational.** No item opened or closed; open set unchanged (Q37 `:5278` pipe, career-lane Q53 `:7303`); no issue, PR, release or deploy surface. Both counterparty ties remain as recorded — Vincent's route dead on expired auth, Praetorian's jobs `blocked_config`. No another-party file edited; no secret printed.

**Not in this document.** Ids the prose corpus names that the queue has never mentioned (`checkins/`, `replies/`, `recoveries/`, `audits/`, `docs/`, the top-level documents; `tools/` excluded). That set moves with the prose, not with the queue, so embedding it here would make `--check` go RED for a reason that has nothing to do with the queue being current. It is reported on demand: `python3 tools/queue_index.py --outside`.
