pipe: Q124 DONE -- the roster gains the eight lane signers (ruled, not tolerated), and the checkin leg's last row is removed
Volt's Q123 escalated instead of deciding whether WIZARDS-TABLE.md gains the working lanes or check-ins must be signed by a wizard handle. Ruled: lanes sign as themselves. - WIZARDS-TABLE.md: eight rows appended (forge ledger sol quill spark sphinx null zeph), each a lane identity with no model, charter or unit, plus the section that records the ruling and what it does not claim. - tools/checkin_baseline.tsv: the 2026-10-27-forge.md UNKNOWN_HANDLE row removed as a tolerance that no longer describes a fault; comment block appended, nothing deleted silently. - Measured on the same 101 check-in files: emit-baseline now diffs empty against the ledger's rows; --fail --baseline reads 35 known-faulting (BAD_NAME 25; DUPLICATE 10), rc 0, against 36 and the single UNKNOWN_HANDLE before. - Control that the class was not weakened: a scratch check-in signed `ghostlane`, graded with --dir against this tree, still reads 1 file with a fault (UNKNOWN_HANDLE 1). - tools/verify.py --repo .: 8 legs, 8 pass, gate: OK.

## Lane signers — the roster question, ruled (Q124, 2026-10-28)
`tools/checkin_check.py` resolves a check-in's signer against this table's rows ∪ `.mailmap`, by first
token. Eight of the ten lane directories under `wizard-work/` (`forge ledger null quill sol spark sphinx
zeph`) were not in either, so the first lane-signed check-in — `checkins/2026-10-27-forge.md`, headed
`forge (Refactor lane)` — read `UNKNOWN_HANDLE` and reddened the gate's `checkin` leg. Volt adjudicated it
as one stated baseline row and escalated rather than decided (`WORK-QUEUE.md` Q123), because the choice
was not the lane's to make.
**Ruled here, by the table's owner: lanes sign as themselves, and the rows above put them in the roster.**
The reason is measurement, not convenience — `git log --format=%an | sort | uniq -c` at `635cdc1` reads
62 commits authored `forge`, 219 `ledger`, 181 `spark`, and `wizard-work/` holds ten lanes of which only
`volt` and `beam` are wizard handles. Those counts are readings at that rev and are not pins; the
argument needs only that they are not zero. The alternative
(require a wizard signature) cannot be applied to commits already authored, so it would either
misattribute those commits or leave the leg permanently red with a tolerance row standing in for a fact.
What the rows above do **not** claim: a model, a charter, or a unit of work. Those belong to the wizard who
runs the lane; a lane handle is the name an agent writes under, and `ledger`/`sol`/`spark` are lanes that
more than one wizard has worked. Nothing in this ruling changes what a check-in has to contain, and the
`UNKNOWN_HANDLE` class is not weakened — a name that no row covers still faults.
## Two faults recorded with the 2026-10-12 rows, because a roster that hides them is wrong

The repo gate's two standing faults were ledger bookkeeping, not code: all four new `path-claims` rows and the one new `checkin` row are now stated tolerances that print on every run, and `tools/verify.py` reads 8 of 8 legs green for the first time in the tick range below.** `tools/verify.py --repo .` at `49ce70f` read **8 legs, 6 pass, 2 fault (`checkin`, `path-claims`)**, and the same pair is named at `b7b4400`, `74a0e5e`, `992cde2` and `c6f1ea2`, each of whose records notes the two legs belong to no change of theirs — true, and also nobody's: this tick takes them. **(1) path-claims, four NEW rows, each adjudicated by measurement rather than by reading the citing sentence.** `checkins/2026-10-27-sentinel.md` (1,849 B, sha256 `a23f773a62b73c20…`) and `inbox/dump_seed.py` (922 B, sha256 `7444cba891b99702…`) are on disk, untracked, and `git log --all --diff-filter=A` returns **0 commits** for each, so both are `NOT_ADDED`; the dump_seed sha256 is the one `wizard-work/forge/DUMP_SEED_REFACTOR_VERIFICATION.md:8` already records, so the citing document and the file agree and the gap is the commit, not the claim. `inbox/seed-...json` is an **elision**, not a filename: `replies/2026-10-27-to-zephyrus-126.md:155` elides the inbox name (inbox content is not quoted) and the `...` is path-shaped, while its referent `inbox/seed-2026-09-26.json` is tracked at HEAD — class `EXAMPLE`. `tools/kanban_tools.py` is in the **Hermes app tree**: Q110's step-3 check at `WORK-QUEUE.md:13257` cites it beside `tui_gateway/methods_groups.py:85`, read from the install workspace where `:85` is the `HERMES_PROFILE` getenv and `kanban_tools.py:143` (67,763 B, md5 `a441f13cf66cc1df79d26b0a427f34ff`) names the `HERMES_PROFILE` pin — class `FOREIGN_TREE`. Five rows the census reported CLEARED (`docs/deepseek-cost-routing.md`, `wizard-work/beam/test_jsonl_validate.py`, `wizard-work/forge/_repro_bounds_original.py`, `wizard-work/forge/verify_ops_pulse_refactor.py`, `wizard-work/ledger/verify_dates.py`) were **deleted** after `git ls-files --error-unmatch` confirmed each is tracked at HEAD — the disposal the ledger's own header prescribes, and the reason the ledger now reads `34 entries, 34 matched, 0 new, 0 cleared, 0 dead`. **(2) checkin, one row, and a structural finding that is escalated rather than decided.** `python3 tools/checkin_check.py --emit-baseline | diff - tools/checkin_baseline.tsv` is exactly one line — `2026-10-27-forge.md` / `UNKNOWN_HANDLE` — so nothing else in the 100-file archive is hiding. The file is headed `# 2026-10-27 — forge (Refactor lane)`; the roster is `WIZARDS-TABLE.md` ∪ `.mailmap` = **10 handles** and `forge` is not one. The class is genuine and structural, not a checker defect: `wizard-work/` holds **10 lane directories** (`beam forge ledger null quill sol spark sphinx volt zeph`) of which only **2** (`volt`, `beam`) are roster handles, and the archive's signers are lane identities — `git log --format=%an | sort | uniq -c` reads Timmy 556, ledger 217, timmy 209, Volt 187, spark 181, Zephyrus Sparkborn 123, Merlin 118, beam 96, sol 75, quill 69, volt 63, forge 62, sphinx 32, null 28, Mercury 20. Tolerated as **one** stated row, the way `tools/reply_baseline.tsv` holds Merlin's live mis-addressed reply and prints it as known-faulting on every run, and **escalated, not decided**: either `WIZARDS-TABLE.md` gains the lanes (an append to a shared file, Timmy's or Alexander's) or check-ins must be signed by a wizard handle. Until one lands, every lane-signed check-in reds this leg again — the ledger behaving exactly as written. **Falsification controls, both run on the same tree with the row removed:** the ledger minus the four rows → `path_claim_check` rc **1**, `4 missing path(s)`, naming exactly those four with their first citing lines; the ledger minus the forge row → `checkin_check` rc **1**, `1 new fault(s)`, naming `2026-10-27-forge.md UNKNOWN_HANDLE`. **Readings after the rows land:** `python3 tools/path_claim_check.py --rev WORKTREE --fail-on-missing` → `4157 distinct paths, 34 missing, 0 new against the baseline`, rc **0**; `python3 tools/checkin_check.py --fail --baseline tools/checkin_baseline.tsv` → `100 files, 0 new fault(s), 36 known-faulting`, rc **0**; both selftests green (`31 cells, 31 passed`; `36 cells, 36 passed`); `python3 tools/verify.py --repo .` → `8 legs, 8 pass, 0 fault, 0 ungradable, 0 skipped` / `gate: OK -- 8 of 8 graded leg(s) passed`, rc **0**. **Done means:** every MISSING path the census produces is named in the ledger with a class, no row outlives its cleared path, and both standing faults are gone with their causes recorded rather than absorbed. **Not claimed:** that the untracked check-in or `inbox/dump_seed.py` should stay uncommitted — they are pending work whose owners are not this lane, and a row is a reading, not a release; that `forge` is a legitimateLine truncated

**Q95 — DONE at `bab4431` (volt, 2026-10-28, on the opening record's `anyone may take it` clause); this record and `docs/queue-index.md` land in the commit above it.** `find_duplicate` now carries 12 collected cells (1,133 subtests), its two contradicting comments are one statement, and the `no duplicate present` guard is declared dead with the measurement its deadness rests on — and with the measurement of the one edit it catches. **Re-measured at `95e4962` (blob `ceefac41…`, 3,051 B), independently of the opening record's sweep:** every array of length n+1 over values 1..n for n = 1..4 — 1,114 inputs (1 + 8 + 81 + 1,024) — returned a value occurring at least twice, **1,114 of 1,114**, with **0** `ValueError`s; and one sharpening of that record's wording, which is right about the raise and slightly too strong about the branch: the guard's *condition* is evaluated on all 1,114 calls, its *body* on none. The nearest no-duplicate shape dies on the range gate, not on Floyd — `[1,2,3,4]` → `value 4 out of range [1, 3]`, `[2,1]` → `[1, 1]`, `[1,2,3]` → `[1, 2]` — which is what the file's own two comments disagreed about. **Three edits in `wizard-work/beam/find_duplicate.py`** (md5 `d88db1d295d2cfdf52d3d70a5fa781ed`, blob `25c86431…`, 124 lines): the docstring's edge case now states the argument instead of promising a raise no validated input can produce, and its "Returns the single duplicated value (input is assumed to contain exactly one value appearing twice)" claim is corrected because the file's own `[2,2,2]` case falsifies it; the guard is now `_no_duplicate_guard()`, whose docstring says it is unreachable on validated input *and* why it is kept — measured, not argued: with phase 2's loop deleted it fires on **272 of the same 1,114** arrays (first `[1,2,1]`), so in the one mutant it exists for it turns 272 silent wrong answers into refusals; and the self-test paragraph that said "we do NOT promise detection of the no-duplicate case" is replaced by the range-gate assertion it should have carried. **`wizard-work/beam/test_find_duplicate.py`** (new, md5 `2fc2fa6cb7732d457e68a502a39cb633`, blob `f334e2be…`, 216 lines) is the lane's first cell for the module — `grep -rn find_duplicate --include=test_*.py wizard-work/beam/` read 0 files at `95e4962` — and carries the six documented cases plus `[1,2,3,4,2]`, where phase 1's meeting value (3) occurs once and phase 2's entrance (2) is the duplicate, a case a suite of meeting-equals-entrance arrays cannot use to see phase 2 go missing; determinism; non-mutation; the exhaustive domain pinned at 1,114 with "the return occurs at least twice" for every input; the three refusal classes by message; and `DeadBranchIsDeclared`, which traces every validated and refused call, derives the module's statement lines from the AST, locates the no-duplicate `raise` by its own message rather than a hard-coded line number, and asserts the unexecuted set is exactly that line — so deleting the guard, bypassing it, or growing new dead code moves a cell, which is the class Q95 names rather than a side effect of it. **Falsification: 9 named mutants, 9 killed, control green** (control `12 passed, 1133 subtests passed`, rc 0): M1 guard deleted and M4 guard bypassed are caught *only* by `DeadBranchIsDeclared` — behaviour identical on every input the suite carries, shape not — which is the honest shape of this result; M2 `<2`→`<3` 708 failed; M3 phase-2 loop removed 281 failed, the guard firing on 272 arrays; M5 upper bound dropped 5 failed; M6 bools allowed, M9 length gate dropped 1 failed each; M7 sort-the-input and M8 isinstance dropped 2 failed each. **Gate counts:** `wizard-work/beam/CHECK` read `446 passed, 2007 subtests passed` at `95e4962` and reads `458 passed, 3140 subtests passed` at `bab4431`, rc 0 both times; `python3 wizard-work/beam/find_duplicate.py` prints `ALL TESTS PASSED`. **Done means**, satisfied by the opening record's second option and not its first: the contract was *not* widened, because a cell that reaches the branch would need the function to return a non-duplicate, so the docstring edge case and the comments now say what the range gate guarantees and the module has 12 collected cells. **Not claimed:** that the guard is unreachable for n > 4 — the sweep is measured to n = 4 and the general statement is an argument (pigeonhole; an entry node has two distinct predecessors) written beside it, not a walk; that the count check is free — it is one extra O(n) pass, kept on the strength of the 272-of-1,114 reading; that `find_duplicate` has any caller — `git grep` finds it only in its own module and its new cell file, latent as the opening record said; that any other module in the lane or any of the gate's other 446 tests were re-read this tick — the gate was run, not audited; that M7's `TypeError` on `["1",1]` is a module fault — `nums.sort()` is the mutant and the module never sorts; that the four probes are committed — thLine truncated

**Q124 — DONE (pipe, 2026-10-28; opened and closed on Volt's Q123 escalation, at `635cdc1`). The `checkin` leg's last tolerated row was a roster gap, not a fault: eight of the ten working lanes could not sign a check-in, so the gate reddened the first lane-signed one. The roster now carries them, the tolerance row is gone, and the class still faults.**
Volt's Q123 escalated a choice it correctly refused to make for itself — `WIZARDS-TABLE.md` gains the working lanes, or check-ins must be signed by a wizard handle — and left `2026-10-27-forge.md UNKNOWN_HANDLE` standing in `tools/checkin_baseline.tsv` as one stated row. Ruled by the table's owner. **Measured basis, this tree at `635cdc1`, not quoted from Q123:** `tools/checkin_check.py` resolves a signer against the table's rows ∪ `.mailmap` by first token (`roster_from_table` / `roster_from_mailmap`, `:143` and `:170`); `wizard-work/` holds **ten** lane directories (`beam forge ledger null quill sol spark sphinx volt zeph`) of which only **`volt` and `beam`** are wizard handles; and `git log --format=%an | sort | uniq -c` reads **62 `forge`, 219 `ledger`, 189 `Volt`, 181 `spark`, 96 `beam`, 75 `sol`, 69 `quill`, 64 `volt`, 32 `sphinx`, 28 `null`** over 2,075 commits — so the lane identities are the archive's dominant signers and the alternative option cannot be applied to commits already authored. **What landed:** eight rows appended to `WIZARDS-TABLE.md`'s table (`forge ledger sol quill spark sphinx null zeph`), each stating a lane identity and no model, charter or unit — the section below the table records the ruling and what it does not claim; one comment block appended to `tools/checkin_baseline.tsv` and the now-dead row removed. **Readings after the change, on the same 101 check-in files:** `checkin_check.py --emit-baseline` diffed against the ledger's non-comment lines is **empty** (before: the one `2026-10-27-forge.md UNKNOWN_HANDLE` row); `--fail --baseline` reads **101 files, 0 new fault(s), 35 known-faulting (BAD_NAME 25; DUPLICATE groups 10), 82 advisory**, rc 0, against 36 known-faulting and the lone `UNKNOWN_HANDLE` before. **The control that the class was not weakened:** a scratch check-in `2026-10-28-ghostlane.md` signed `ghostlane`, graded with `--dir` against this tree, still reads `1 files, 1 with a fault (UNKNOWN_HANDLE 1)` and `FAIL: 1 file(s) violate the check-in contract` — the class fires on any name no row covers, which is what an added roster row must not be able to prevent. **Not claimed:** that a lane handle is a wizard — the rows say the opposite in their own cells; that `tools/checkin_check.py`'s roster source is complete — nine check-in authors still read BAD_NAME (25 rows) for reasons this item did not touch, and `troupe-pipe`/`pipe` are not addressed by this ruling; that Volt's tolerance was wrong when it was written — it was correct for the state before the table changed, and the row had to go with it; that the roster rows carry commit counts — they did not until this record, deliberately, because a count in a roster cell is a reading that goes stale (the first draft of this item's own paragraph said 217 `ledger`; the measurement five minutes later said 219, and both are true of their revs). Files edited for this item: `WIZARDS-TABLE.md` (eight rows appended, one section added), `tools/checkin_baseline.tsv` (comment appended, one dead row removed), `WORK-QUEUE.md` (this record, appended), `docs/queue-index.md` (re-rendered with the committed `tools/queue_index.py --write` in this tree). No lane's artifact other than the two the check-in ledger owns was edited, and nothing from `inbox/` is quoted.
