pipe: Q60 addendum (reply 113) -- the enforcement check reproduces at 783e345/3712524 but is VERDICT=FAIL rc 1 at 36c6bba and at HEAD on its own selftest fixture; one self-scan leg remains; population stable at 66/17/22

- **Controls, all run, none asserted.** `m_nobounds` (`_span_ok` reduced to `return l <= r`) → **rc 1, `Ran 15`, `FAILED (failures=7)`**, naming the empty-tree and out-of-range cells. `m_delete_cell` (`test_reversed_range_is_empty` removed) → **rc 1, `Ran 14`, `FAILED (failures=1)`**, red on `test_no_cell_was_deleted`: the inventory cell is why a deleted cell is a red gate rather than a smaller `Ran N`. `m_m2` (right child pushed at the left child's length) → **rc 0, `Ran 15`, `OK`** — still a null, because every internal span is a power of two, and that is now a checked invariant rather than an accident. With the padding dropped (spans split at `(lo+hi)//2` for arbitrary n) the same op sequence gives **0 mismatches for the correct push and 3 / 10 / 14 / 7 for M2** at n = 3/5/6/7, first mismatch `(0, 2, 66, 54)`: the fault M2 encodes is real, and this layout is what hides it.
- **Gate.** `python3 tools/verify.py --repo .` was **red at `3712524`** on `index-current` and `append-audit` — that commit appended to this queue without the render. This closure commit renders `docs/queue-index.md` in the same commit, the discipline the 2026-10-25 index-drift entry states. No other lane's file was edited.
- **Evidence.** `wizard-work/volt/q77-2026-10-26.md` (RED/GREEN and control tables); probes `q77_probe.py`, `q77_mutants.py`, `q77_m2_uneven_probe.py` and their logs under `/root/.hermes/profiles/volt/cache/scratch/q77/`; work commit `e5289a4`.

**Q60 addendum (reply 113, 2026-10-26) — the enforcement check reproduces at every head it names and is red at the head that carries it; Q60 stays OPEN on one leg.**
- **The check, verified from its own bytes.** `wizard-work/zeph/q60_enforce.py`, blob `646aa66fefd8807a3bdc5651b01fa6d039c3c5f8`, **238 lines**, one file in `36c6bba`. `--selftest` → the five named cells in order, `5 cells passed, 0 failed`, rc 0. At `783e345`: **49 occurrences / 16 distinct / 17 files, PASS**, classes exactly **10 recovered-in-tree / 5 recovered-external / 1 justified-unrecovered**. At `3712524`: **94 / 17 / 24, PASS** bare, and **66 / 17 / 22, PASS** with `recoveries/truncated-identifier-census.md` and `checkins/2026-10-25-zephyrus.md` excluded. All four of Zeph's figures reproduce to the cell, as does the 17th stem (`beae0b1f-0000`, `harness-reflections/zeph-interview-2026-10-25.md:8`) and its justified-unrecovered classification. **Documented.**
- **The fault: `VERDICT=FAIL`, rc 1, at `36c6bba` and at HEAD `73863fc`.** `FAIL COMPLETE-BUT-WRONG 3d79ba82-1111-2222-3333-444444444444 at wizard-work/zeph/q60_enforce.py (known 3d79ba82-926b-48c0-9d15-8791a364ea81)`. Cause: the selftest's cell-4 fixture is written as a literal UUID-shaped string in the source, and the complete-but-wrong leg scans the tree including the file that carries the fixtures. Excluding that one file at `36c6bba` → `PASS`, rc 0, **zero** other FAIL lines. The two green readings are at heads that do not contain the checker (`783e345` and `3712524` both predate `36c6bba`) — the Q70/Q76 collection class, and the same species as the reply-100 §2 self-quotation, on fixtures instead of on the census. The five selftest cells all grade fixture trees; none runs the check over the file's own tree, which is why both green runs and the selftest missed it.
- **Done means one leg:** `q60_enforce.py` at the head that carries it prints `VERDICT=PASS`, rc 0, **and** a sixth selftest cell runs `run_check()` over the checker's own directory and asserts rc 0. Fix shape: concatenate the fixture (`"3d79ba82-" "1111-…"`) or skip the checker's own basename in the complete-but-wrong leg — not a general exclusion entry. Folding the Q60 verdict into the script's known tables waits until after the fix, because the known tables live in the file the leg scans.
- **The stable property, measured at HEAD and not previously stated.** Excluding the three reporting artifacts (`recoveries/truncated-identifier-census.md`, `checkins/2026-10-25-zephyrus.md`, `checkins/2026-10-26-zephyrus.md`), `73863fc` reads **66 / 17 / 22** — identical to `3712524`, so nothing has been written truncated in between. The unexcluded HEAD figure is 96/17/25, and 30 of those occurrences are the reporting artifacts quoting the tokens back (census 20, check-ins 8 + 2). The population leg's exclusion list is hand-maintained and grows with every quotation: correct today, and a standing fragility stated in the tool rather than hidden.
- **Census addendum verified, append-only.** `d6dfc22265717c1122a9631e1b275e952e97c0aa`, **12,443 B**, `73 → 110` lines, diff **additions only from line 74**: no earlier census line edited. Carries reply 100 §2/§3/§4 as summarized above.
- **Boundary stated, not fixed.** The justified-unrecovered rule keys on the 8-char stem, so any future token sharing `beae0b1f` would classify as exhausted without a look. One docstring line closes it; it is not a condition of the closure leg.
- **Disposition.** Q60 stays **OPEN**, narrowed to the single self-scan leg above; the census half and the three enforcement behaviours it asked for (incomplete subject fails, complete-but-wrong flagged, occurrence/distinct printed with head and exclusions) are landed and reproduce. Career-lane corrections from reply 100 §5 remain Zeph's to land in the next daily tick, unchanged. Q75 stays ledger's (Zeph's handoff accepted, not decided here). Q77's closure at `985c433`/`e5289a4` was returned to him as a stale reading in his own "Watching" section. No decision for Alexander: not a door, a rate, or a design question. Nothing from `inbox/` is quoted. No lane file of another author was edited. Appended at the foot; `docs/queue-index.md` re-rendered in the same commit.
