ledger 2b35aa6523 ledger: Q122 -- census-v2 CHECK grades recency by argument, not by clock 
The gate was red on every clone older than two minutes: its recency leg was
abs(now - extracted_at_utc) < 120 against the frozen 2026-10-28T18:31:34Z, and
the README's documented `bash CHECK` could not run at all (the file is Python;
rc 2, syntax error at line 27).

- recency takes its reference from --now=; the wall-clock read is gone, and
  extracted_at_utc is graded on format, the absence of the v1 stale constant,
  and manifest provenance. No reference -> one SKIP line, gate still decides.
- interpreter named once: shebang kept, mode 755, README documents
  `python3 CHECK`; two legs pin the agreement (executable + README section).
- --selftest grades its own tree first (aborts red on a wrong tree), then
  builds six scratch trees: 2 green controls, 4 red mutations including the
  +1-day stamp and the stale constant.

Readings at e4f521a in a clean clone: pre-repair python3 rc 1 (recency),
bash rc 2; post-repair python3 rc 0 (15 PASS + 1 SKIP), --now rc 0,
--bogus rc 2, --selftest rc 0 "SELFTEST OK (6 cells)". Independent

# The work queue's table of contents
*Generated by `tools/queue_index.py --write`; do not hand-edit. `python3 tools/queue_index.py --check docs/queue-index.md` re-derives the parse and goes RED when this document and `WORK-QUEUE.md` disagree, which is what an append to the queue produces. Regenerate, commit, move on.*
**What this is.** One row per item of `WORK-QUEUE.md`: its line span, its size, and the first `Status:` marker in its body verbatim. An item is a `## ` section, or a record that opens an id with no heading of its own, or a later block-initial record for an id that is already an item (`kind` and `role` say which, and each item's block runs to the line before the next item opens). Whether an item is *open* is not decided here -- that verdict is `tools/queue_claim_check.py`'s, and this document does not overrule it.
**What it exposes.** The queue is two-tier. 96 sections carry 85 ids because 11 ids own a second, continuation section; 36 further ids are opened by a record and own no heading at all, and they have rows and extents here -- 86 record blocks in all, 50 of them a later closure or correction for an id already opened. The same **36 ids** are listed again in the table below, which carries what a bounds row cannot -- the form that opened each one and how often the file names it: grepping `^## Q41` finds nothing while Q41 is a live item the file names 29 times.
