Summary

harden the legacy Kimi code loop so exit 0 is not treated as success by itself
require remote branch, PR, proof comment, merge verification, and issue close verification before counting completion
keep the loop from silently burning quota on work that never lands

chore: update MEMORY.md with new Timmy_Foundation org structure 710d724cc0

- Replace localhost:3000 with 143.198.27.163:3000
