1317a5b723 fix: Deploy Llama-Guard3 safety filter (#669)

Implement local content safety filter using Llama-Guard3 via Ollama.

agent/safety_filter.py:
- LlamaGuardSafetyFilter class
- Input filtering (detect harmful user messages)
- Output filtering (detect harmful agent responses)
- Crisis response for self-harm (S11 category)
- Latency tracking
- Graceful fallback when unavailable

Tests: 9 tests, all passing.
Closes #669
