Closes #155.

Summary

  • add a doctrine/spec for per-agent fallback portfolios and task-class routing
  • add a sidecar YAML skeleton that declares role classes, anti-correlated fallback chains, capability floors, and degraded-mode authority restrictions
  • document the new sidecar files in the repo boundary/structure overview

Notes

  • policy and implementation-ready structure only
  • no runtime wiring into tasks.py or live loops yet
  • terminal fallbacks all end in usable degraded lanes
