User problem

On a phone, New issue is a long capture-to-filing flow with no persistent orientation or direct movement between description, evidence, and filing details. Operators repeatedly scroll and can lose context before submission.

Slice

Add thumb-reachable Describe / Evidence / File navigation to the mobile New issue sheet. Track the visible section, reveal and enter File from the existing File now action, reset navigation on reopen without clearing the draft, and keep the workflow available in the offline shell.

Acceptance tests

  • Mobile rail exposes 44px Describe, Evidence, and File targets without horizontal overflow.
  • Navigation scrolls within the capture panel and marks the visible target with aria-current=location.
  • File stays unavailable until filing controls are revealed; File now reveals, selects, and navigates to File.
  • Reduced-motion users get immediate scrolling.
  • Reopening resets navigation while preserving existing draft state.
  • Feature is included in the issue-capture bundle and offline optional cache.
