Closes #971

Adds a thumb-reachable Describe / Evidence / File rail to the mobile New issue workflow. Filing navigation remains unavailable until File now reveals the planning controls, tracks the visible panel section, respects reduced motion, resets on reopen without clearing draft state, and ships in the lazy offline issue-capture bundle.

Validation:

  • .venv/bin/pytest tests/ -q (1841 passed, 1 skipped)
  • release artifact browser journey at 390x844 (1 passed)
  • core runtime remains 101367 gzip bytes
