Closes #1010

Adds Delivery recovery as the first Prepare Today phase when durable outbox work needs human action. Actionable deliveries are counted separately from ordinary waiting/sending work, sorted ahead of passive records, and opened directly at the focused Delivery center. Local outbox changes can hand preparation to the next live phase without treating stale remote queues as authoritative.

Validation:

  • python3 -m pytest tests/ -q — 1911 passed, 7 skipped
  • packaged mobile Home browser journey at 320×568 and 390×844 — 2 passed
  • offline shell cache rolled to v117
