Closes #1070

Adds a direct mobile Today HUD blocker action and reuses the durable blocker admission/move-on pipeline in a focused, touch-safe sheet. Quick return choices keep the primary flow above unrelated update tools.

Tests:

  • pytest tests/ -q (2016 passed, 7 skipped)
  • packaged Chromium journey at 390×844: STACKCHAIN_RUN_RELEASE_E2E=1 pytest -q tests/e2e/test_mobile_today_handoff_release.py (2 passed)
