Closes #1160

Outcome

  • admits the exact Tomorrow plan to account-bound phone storage before closing
  • restores pending order/capacity/estimates offline and retries single-flight on reconnect or foreground
  • keeps both phone and server snapshots on revision conflicts
  • prevents unsynced Tomorrow work from promoting into Today

Verification

  • 2199 passed, 9 skipped
  • packaged Chromium mobile flow passed at 320×568 and 390×844
