Closes #1274

Restores an active, server-confirmed timed break when the owning device reloads with the local break marker missing, then immediately rerenders Today controls. Recovery is bounded to the same active paused item and a future deadline, so stale or cross-device state is not resurrected.

Tests:

  • pytest -q tests/test_today_session_sync.py tests/test_today_break.py
  • packaged mobile Today handoff journey
  • pytest -q tests/ (2393 passed, 12 skipped)
