Closes #1334

Shows current reviewer decisions in the mobile pull flow, refreshes them with checks, and enforces unresolved requested/changes/outdated review status in both the merge UI and server-side merge guard.

Validation:

  • pytest -q — 2504 passed, 14 skipped
  • Chromium 320x568 and 390x844 — 4 reviewer states rendered, no horizontal overflow, 44px updated-review control
  • Core runtime gzip: 102394 bytes (under 100 KiB budget)
