Closes #155

Adds native mobile pull-review submission with requested-review authorization, stale-head conflict protection, bounded/single-flight requests, confirmation for decisive reviews, retry-safe drafts, and success cleanup.

Tests: python3 -m pytest tests/ -q (165 passed)
Mobile render: 390x844 Chromium; 44px submit target, 390px sheet, no viewport overflow; intercepted submit carried approve + expected head SHA and rendered APPROVED status.
