Closes #240

What changed

  • expose Continue to merge only after a confirmed approval on a PR also assigned to the reviewer
  • carry reviewed filenames into the assigned-pull checklist under the exact submitted head SHA
  • replace the review route with the pull route, then reload existing server-authoritative merge readiness
  • bump the offline shell cache so installed mobile clients receive the flow

Verification

  • pytest -q — 395 passed
  • headless Chromium at 390×844 and 320×568 — 44px CTA, sticky safe-area action, no horizontal overflow
