What changed

add mobile-safe Preview and Add controls to every Plan Today candidate
open existing issue, pull, review, and update detail sheets without discarding the draft
preserve planner order, scroll, focus, and browser-Back behavior
make offline preview availability explicit and cache the new controller

Verification

python3 -m pytest -q — 777 passed
Playwright at 390×844 — 50 candidates, 44px preview target, no horizontal overflow, existing detail opened, Add & back changed 0/5 to 1/5
