Goal: the Morrowind portal should tell Alexander whether Timmy can actually enter and act.

Acceptance:

  • visible status for OpenMW/agent availability
  • actionable states: ready, offline, rebuilding, blocked
  • world-state proof, not vibes

This needs an explicit source of truth for portal readiness. Please define the state machine for ready, offline, rebuilding, and blocked, and what evidence in the world model flips each state.
