- Add GitHub Actions workflow for automated reviewer assignment
- Add script to check for PRs without reviewers
- Clean up CODEOWNERS file (remove merge conflicts)
- Add documentation for automated reviewer assignment

Addresses issue #1444: policy: Implement automated reviewer assignment

Features:
1. Automated reviewer assignment on PR creation
2. Repository-specific reviewer rules
3. No self-review enforcement
4. Fallback to @perplexity when no reviewers available
5. Comprehensive checking and reporting
